Technical Writer - Utility Programs

Position Summary
The Technical Writer – Utility Programs supports the development, maintenance, and governance of technical and procedural documentation for regulated utility programs. This role plays a key part in ensuring program documentation is accurate, consistent, auditable, and aligned with client standards, regulatory requirements, and internal quality systems.
The Technical Writer works closely with program managers, engineers, GIS specialists, and quality teams to translate complex technical and operational information into clear, structured documentation that supports day-to-day execution, compliance, and continuous improvement.
Key Responsibilities
Technical Documentation & Content Development
- Develop, edit, and maintain procedures, work instructions, job aids, and administrative controls
- Translate technical, operational, and regulatory requirements into clear, user-friendly documentation
- Ensure documentation is written in a consistent style and format and is easily understood by both technical and non-technical audiences
- Support document control processes, including versioning, approvals, change tracking, and archival
- Ensure documentation aligns with client governance, regulatory expectations, and internal quality management systems
- Update documentation in response to audits, corrective actions, process changes, or continuous improvement initiatives
- Partner with engineers, GIS specialists, program managers, and subject matter experts to gather technical inputs
- Participate in document reviews to validate accuracy, completeness, and usability
- Support quality management, compliance, and program governance efforts through clear and well-structured documentation
- Identify opportunities to improve documentation clarity, usability, and consistency
- Incorporate lessons learned and best practices into updated or new documentation
- Support standardization of templates, formats, and documentation approaches across programs
Education
- Bachelor’s degree in Technical Writing, Communications, English, or a related field (or equivalent professional experience)
- 4–7 years of professional technical writing experience
- Experience developing documentation for regulated, technical, or operational environments
- Strong written communication, editing, and proofreading skills
- Ability to quickly understand complex technical concepts and processes
- Experience working with document management systems and version control
- Strong attention to detail and organizational skills
- Ability to manage multiple documentation tasks and deadlines
- Experience supporting utility, infrastructure, engineering, or compliance-driven programs
- Familiarity with quality management systems, audit support, or regulatory documentation
The salary range for this position is provided in good faith and is subject to variation based on geographic location, candidate experience, and market conditions. Final compensation will be determined after a comprehensive evaluation of the candidate’s qualifications and alignment with the role.
