Position Overview:
Project Managers will lead complex, data-driven utility programs focused on asset data quality, validation, reconciliation, and governance. PMs work closely with a Celerity and client leadership, while coordinating cross-functional teams of consultants, analysts, GIS specialists, and quality reviewers across multiple concurrent workstreams.
Essential Duties and Responsibilities
- Program & Project Leadership
- Serve as the primary project owner for assigned workstreams or sub-programs.
- Plan, execute, and control projects in accordance with PMP-aligned project management principles and utility delivery standards.
- Manage scope, schedule, budget, quality, and risk across fast-moving, data-intensive utility initiatives.
- Act as the primary day-to-day point of contact for utility stakeholders, including program managers, data owners, and technical leads.
- Project Initiation
- Support opportunity identification through strong client engagement and consulting acumen.
- Participate in client needs assessments related to asset data gaps, quality issues, regulatory drivers, and system dependencies.
- Assist with conflict checks, resourcing strategies, and vendor coordination.
- Develop high-level project summaries, assumptions, risks, and deliverable outlines aligned to assigned scopes (e.g., data validation, data reconciliation, QA/QC, remediation support).
- Planning & Mobilization
- Identify project risks and dependencies related to data availability, system access, volume variability, and regulatory timelines.
- Finalize project staffing plans, including internal resources and subcontractors as needed.
- Ensure completion of required administrative setup (matter codes, network access, onboarding, system and tool access).
- Define roles, responsibilities, and handoffs across project teams.
- Collaborate with stakeholders to refine detailed requirements for deliverables.
- Establish and approve deliverable definitions, templates, and acceptance criteria.
- Develop and maintain detailed work plans covering:
- Data intake and triage
- Validation and QA/QC workflows
- Issue resolution and escalation paths
- Reporting cadence and deliverables
- Review and approve process documentation, specifications, and quality standards (e.g., validation rules, data schemas, QC checklists, training materials).
- Execution & Delivery
- Lead project kickoffs and ongoing coordination meetings.
- Direct daily and weekly execution of work according to approved plans.
- Facilitate regular internal team meetings to provide updates, remove blockers, and maintain team morale.
- Conduct weekly or bi-weekly client status meetings.
- Ensure project documentation is current, accurate, and audit ready.
- Coordinate across parallel AKM workstreams to maintain consistency and alignment.
- Monitoring, Control & Reporting
- Track progress against schedule, budget, and productivity targets.
- Ensure accurate and timely time entry; monitor utilization and proactively address downtime.
- Ensure timely, accurate billing and support accrual processes as required.
- Own client status reporting, including identification of risks, issues, and decisions impacting scope, schedule, or cost.
- Maintain issue, decision, and action logs.
- Report budget and schedule variances at least monthly.
- Review WIP and document write-downs as needed.
- Ensure all deliverables meet quality standards, are error-free, and align with client expectations.
- Manage scope changes through formal change control processes.
- Close-Out & Transition
- Deliver or transition final project outputs to client stakeholders or downstream teams.
- Obtain client feedback and document outcomes.
- Capture lessons learned and improvement opportunities for program refinement.
- Close out resources and archive project documentation in accordance with program standards.
Qualifications, Required Skills & Abilities
- Strong ability to define efficient approaches to utility asset data collection, validation, management, and analysis.
- Experience managing data-centric, high-volume, or programmatic utility work.
- Ability to synthesize complex technical information into clear, concise client-ready summaries.
- Demonstrated excellence in project management, including cost control, schedule discipline, and team leadership.
- Comfortable operating in matrixed environments with multiple stakeholders and evolving priorities.
- Willingness to contribute to staff development, training, and continuous improvement initiatives.
- Proficiency with Microsoft Office Suite (Excel, PowerPoint, Word); experience with GIS, asset management systems, or enterprise utility platforms is a plus.
Education & Experience
- Bachelor’s degree in Engineering, Geographic Information Systems (GIS), Project Management, Business, or a related field required.
- Minimum of 3 years of experience in a Project Manager or senior project delivery role.
- Prior experience supporting utility programs or large-scale data initiatives strongly preferred.
- PMP certification preferred but not required.
The salary range for this position is provided in good faith and is subject to variation based on geographic location, candidate experience, and market conditions. Final compensation will be determined after a comprehensive evaluation of the candidate’s qualifications and alignment with the role.
